3C certification is the abbreviation of China Compulsory Product Certification.The legal basis for compulsory product certification,the scope of products for implementing compulsory product certification,the use of compulsory product certification marks,and the supervision and management of compulsory product certification have been uniformly regulated.The main contents are summarized as follows:

(1)According to the relevant WTO agreements and internationally accepted rules,the state implements a unified compulsory product certification system for products involving human health and safety,animal and plant life safety and health,and environmental protection and public safety.The National Certification and Accreditation Administration Committee is responsible for the management and organization and implementation of the national compulsory product certification system.

(2)The main feature of the national compulsory product certification system is that the state publishes a unified catalogue,determines the uniformly applicable national standards,technical rules and implementation procedures,formulates uniform markings,and stipulates uniform charging standards.Products listed in the compulsory product certification catalogue must be certified by the certification body designated by the state,and after obtaining relevant certificates and applying the certification mark,they can be used for ex-factory,import,sale and use in business service places.

(3)According to China's WTO commitments and the principle of national treatment,there are 138 kinds of products covered by the two systems.The catalogue published this time deletes the medical ultrasound diagnosis and treatment equipment that was originally included in the compulsory certification management.There are 16 kinds of products,including 10 kinds of safety glass for construction,and 132 kinds of compulsory certification products actually listed in the Catalogue.

(4)The state uses a uniform mark for compulsory product certification.The new national compulsory certification mark is named"China Compulsory Certification",the English name is"China Compulsory Certification",and the English abbreviation may be referred to as the"3C"mark.After the implementation of the China Compulsory Certification Mark,it will replace the original"Great Wall"logo and the"CCIB"logo.

(5)The State shall uniformly determine the items and standards for compulsory product certification fees.The formulation of new charging items and charging standards will be based on the principle of not making profits and reflecting the national treatment,taking into account the current charging situation,and referring to overseas similar charging items and charging standards.

(6)The compulsory product certification system was implemented on August 1,2002,and the relevant certification bodies officially began accepting applications.The original product safety certification system and import safety quality licensing system will be abolished from August 1,2003.

3C certification is actually the English abbreviation of the English name"China Compulsory Certification"(China Compulsory Certification),and is also a unified symbol of the state's use of compulsory product certification.It is a product conformity assessment system implemented by the Chinese government in accordance with relevant WTO agreements and internationally accepted rules to protect the lives of consumers,animals and plants,protect the environment,and protect national security in accordance with laws and regulations.Its main features are:the state publishes a unified catalogue,determines the uniform application of national standards,technical rules and implementation procedures,formulates uniform logos,and stipulates uniform charging standards.Products listed in the compulsory product certification catalogue must be certified by the certification body designated by the state,and after obtaining relevant certificates and applying the certification mark,they can be used for ex-factory,import,sale and use in business service places.At present,China's first batch of products that must pass compulsory certification have a total of 132 categories in 19 categories.Mainly include wire and cable,low-voltage electrical appliances,information technology equipment,safety glass,fire protection products,motor vehicle tires,latex products.
